Finance Officer (3 positions)

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization¢ s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. The Indonesia TRP Delegation operates from offices in Banda Aceh (main), Calang, Lamno, Sabang and Pulo Aceh in Aceh province. It also has liaison offices in Jakarta, and other areas in Aceh in collaboration with the Indonesian Red Cross. The Indonesia TRP program has a budget of over $200m. It commenced in May 2005 and will be completed by June 2010.

The American Red Cross seeks dynamic individuals to fill the following finance positions:

Finance Officer (3 positions)

Under the direct supervision of the Finance Manager, the Finance Officer performs the following duties: 1) Ensures that all financial transactions are valid, adequately supported, and processed in accordance with the Financial Policies and Procedures Manual; 2) Ensures that supporting documents and financial records are well maintained; 3) Assists in preparing and analyzing financial reports; 4) Performs monitoring of grant sub-recipients; 5) Assists project-based finance staff or partner finance staff in performing their functions; 6) Works closely with program and operations staff to ensure smooth program implementation; 7) Participates in providing training to partners.


Qualifications and Competencies: 1) Minimum S1 Degree in accounting; 2) Two years¢ accounting and finance experience, preferably in an NGO or a professional services firm; 3) Good knowledge of accounting principles and internal controls; 4) Good command of spoken and written English.

This position will require up to 20% travel to American Red Cross offices in Aceh province.


Finance Assistant (3 positions)

Reporting to the Finance Manager, the Finance Assistant performs the following duties: 1) Supports the finance team in checking and processing financial transactions in accordance with the Financial Policies and Procedures Manual; 2) Encodes transactions into the accounting system, and ensures financial records and documents are well maintained; 3) Assists in analyzing and monitoring accounts activity; 4) Assists in sub-recipient monitoring.

Qualifications and Competencies: 1) Minimum S1 Degree in accounting, 2) Basic knowledge of accounting principles and internal controls, 3) Good command of spoken and written English; 4) Must be Acehnese.

This position will require up to 20% travel to American Red Cross offices in Aceh province.


Requirements for all positions:

1) Sound computer skills, including proficiency in word processing and spreadsheet applications;
2) Ability to effectively communicate, orally or in writing;
3) Ability to develop and maintain effective work relationships with program, support and other finance counterparts; teamwork; strong interpersonal skills and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment, with sensitivity and respect for diversity.
