MARKETING ASSISTANT (MA)
Work under Technical Specialist Market Access (TSMA) Supervision. Marketing Assistant responsible for aspect of marketing management of commodity production target with main responsible as follows:

· Help TSMA in arrangement, planning, monitoring and to evaluate program implementation marketing and determined an appropriate marketing strategy of project.
· Help TSMA in designing, composing module and to facilitate capacity building training for staff and farmer and prepared activity report dealing with the training.

· Collect and analyze supporting data that relevant with marketing program.
- Help TSMA to build network with stakeholders related to Agribusiness development program.


SPECIFIC QUALIFICATION:

FIELD OFFICER AGRICULTURE (FOA)

Work under Technical Project Officer (TPO) supervision, Field Officer responsible for program implementation field level, daily coordination with local partner and prepared routine report about progress activity to TPO.

SPECIFIC QUALIFICATION:
· Sarjana or Diploma Degree with 3 years experience in Agriculture Sustainable and Community development.
· Have ability to facilitate, excellent interpersonal skills
· Have proved capacity to develop well cooperate between government and NGO.
· Very strong in advocacy gender equal and environment.

RINGKASAN TANGGUNG JAWAB:

Umum
· Mewakili tugas, cita-cita dan tujuan SurfAid kepada donor-donor, pemegang kekuasaan dan kepada khalayak ramai melalui kegiatan-kegiatan hari kehari dan peristiwa lainnya sebagai mana diperlukan.
· Melaksanakan dan mengikut nilai, prinsip, kebijakan dan peraturan SurfAid.

The Australia Indonesia Partnership (AIP) Country Strategy 2008-2013 was launched in June 2008 along with the announcement of up to $2.5 billion worth of development assistance to Indonesia over the next five years. This will continue the trend of increasing Australia¢s aid program in Indonesia which has more than doubled since 2004/05 from $160m to $462m in 2008-09.
The new AIP Country Strategy outlines AusAID¢s commitment to the Paris Declaration
agenda, including the use of Government of Indonesia (GOI) processes and systems, and to better harmonise and coordinate activities with other development agencies.
The Paris Declaration is resulting in rapid changes to the way aid business is conducted in Indonesia, with the GOI seeking greater harmonisation and alignment with its systems. To this end GOI has recently passed new development assistance regulations that will require all development assistance to Indonesia to be recorded in Indonesia¢s annual budget documents.
Australia will be an active participant in Indonesian aid effectiveness mechanisms that are currently being developed.


In response to this, AusAID is seeking to engage a high level Adviser to strengthen AusAID¢s engagement in the aid effectiveness agenda in Indonesia. This Adviser will work under the supervision of the Counsellor, Governance & Policy Coordination and, together in a small team, will work across the AIP program to identify and advise on strategic points of entry, risks and opportunities and engagement for the AIP program to successfully implement AusAID¢s obligations under the Paris Declaration.

Duties include:

To champion AusAID¢s use of Indonesian Government systems, focusing primarily on
procurement, disbursement and financial management including reporting and audit
arrangements. In particular:

o Make key contributions to enhancing the effectiveness of Australian development
assistance in Indonesia through the aid program, including advising staff on how to
design and manage activities in ways to ensure alignment with GOI systems and
process, particularly related to working in line with GOI fiduciary systems at the central and sub-national levels.
o Advise on holistic approaches to balancing fiduciary concerns with the need for closer partnership and harmonization with GOI systems and processes. o Develop a program-wide series of principles and guidelines on country systems and
modalities. Provide advice during the development of AusAID designs and at key
decision points in programs and projects, such as peer reviews and mid term reviews,
on the use of GOI systems. Provide this advice with the view to ensuring and enhancing understanding of the issues and their impact on aid effectiveness, and ensuring necessary checks and balances are taken to protect Australian funds where GOI systems are adopted, including with regard to engagement at the sub-national level.
o As required, advise AusAID management on the matters above, including in relation to policy priorities and key areas for Australian support and with regard to forming
partnerships with other donors.
o Develop and maintain key partnerships within key GOI ministries, particularly at the central level (including BAPPENAS and MoF). This would include providing technical
advice to BAPPENAS in its efforts to improve the aid effectiveness of external
assistance to Indonesia.

Essential Qualifications and experience
1. Excellent analytical skills and the ability to provide high level, strategic advice on matters concerning effectiveness of Australian development assistance in Indonesia through the aid program.
2. Strong understanding of Indonesian Government systems relating to audit,
procurement, funds disbursement and/or monitoring and evaluation and other areas
as they relate to the aid effectiveness agenda, at both the national and sub-national
level.
3. Demonstrated ability to effectively navigate these systems to ensure effectiveness of aid investments and the ability to identify strategic areas of support and appropriate points of engagement for the Australian aid program.
4. Understanding of working as a donor within the international development field,
with the ability to make strong partnerships within government of Indonesia and
other key donor partners.
5. Excellent English and Indonesian.
6. Demonstrated capacity to work under limited supervision and the ability to provide leadership, advisory services and key support to a large number of national and local staff.
7. Understanding of Australian aid program and the Australian public service, or the
ability to quickly acquire this knowledge.

Corporate Partnerships Officer (Asia Pacific)

BACKGROUND TO FAUNA & FLORA INTERNATIONAL

Founded in 1903, Fauna & Flora International (FFI) is the world´s longest-established international conservation organisation. We aim to do this through the conservation of threatened species and ecosystems worldwide, choosing solutions that are sustainable, based on sound science and take account of human needs. We operate primarily in developing countries where there is little capacity to conserve endangered and threatened habitats and species. We have become a trusted entity in the world of conservation. Today FFI is active in over 40 countries.

ASIA PACIFIC PROGRAMME

The FFI Asia Pacific Programme has its regional office in Hanoi, with country offices in Hanoi, Jakarta, Phnom Penh, and Manila. The Asia Pacific Programme currently includes a broad range of species and landscape targeted conservation initiatives in China, Indonesia, Philippines and Vietnam.

FFI supports initiatives in Indonesia to conserve elephants, tigers and orangutans and their habitats, implementing projects through partnerships with government agencies, NGOs, civil society organizations and communities. Our current programme is focused on Sumatra, but includes projects on Java and Kalimantan. FFI has worked in Aceh since 1999 and is now supporting conservation in the context of post-tsunami reconstruction through a programme of inter-related projects.

FFI has been working with the private sector for some 15 years. We believe engaging with the private sector is fundamental to FFI´s ability to achieve our conservation objectives. Our aspiration is to create an environment where business has a net positive impact on biodiversity conservation. During the past year FFI has refocused its strategy for engaging with the private sector, in order to concentrate on three main themes:
o Direct partnerships with companies to help them manage their impacts on biodiversity, ranging from advising on biodiversity policy issues, to assisting companies in developing and delivering biodiversity strategies and action plans;
o Identifying and influencing the levers for change for business (such as the financial markets) to create a long term shift in the way that business manages its impacts on biodiversity;
o Tracking and researching environmental issues of relevance to biodiversity and the private sector

CORPORATE PARTNERSHIPS OFFICER (ASIA PACIFIC)

Fauna & Flora International is recruiting a Corporate Partnerships Officer to assist the Corporate Team and the Asia Pacific Programme at FFI with the management, administration and technical delivery of partnership programmes and projects in the Asia Pacific Region. The Officer will in particular be providing support to FFI´s contribution to the British American Tobacco Biodiversity Partnership (BATBP).

The BATBP is a unique partnership between British American Tobacco and three NGOs - FFI, Earthwatch International (Europe) (EW) and the Tropical Biology Association (TBA). Initiated in 2000 and recently renewed for a further 5 years, the Partnership has two main aims 1) to deliver direct resources to conservation priorities (External Projects) and 2) to mainstream biodiversity policies and practices throughout British American Tobacco (Operational Projects). The BATBP undertook a biodiversity risk assessment of the leaf operations of British American Tobacco Indonesia in 2006 (this operation is now know as Export Leaf Indonesia) and we are currently developing a number of biodiversity training and conservation projects for 2008 onwards. These projects include the BAT corporate biodiversity strategy, sustainable fuel sourcing for tobacco curing and a community forestry programme on Mt Rinjani in Lombok. The BATBP is also currently in the process of developing a joint project between all member organisations that will focus on the conservation of forest ecosystems on Borneo.

The Officer will help with project administration including compilation of financial and progress reporting for operational and external projects implemented by FFI in the Asia Pacific Region. The Officer will be given the responsibility for the day to day management of some of the operational projects and provide technical expertise where appropriate. This will probably include projects in Indonesia and the region. The Officer will also provide a link between FFI project staff and British American Tobacco Operational Companies in the region. The Officer will also help with further engagement with the corporate sector within the region.

TERMS AND CONDITIONS

IDR 120,000,000 to IDR 249,000,000 per annum dependant upon skills and experience

Location:

The post is initially to be based at the Export Leaf Indonesia offices in Lombok. Some travelling within Indonesia including to the Fauna & Flora International Offices in Jakarta and possibly overseas will be required.

JOB DESCRIPTION

Job Title: Corporate Partnerships Officer (Asia Pacific)

Reporting to:
Programme Manager, Corporate Partnerships responsible for the BATBP

The Regional Programme Development Coordinator, Asia Pacific will provide interim management support in Indonesia
Specific Duties:
o Take responsibility for management of a number of selected FFI - BATBP Operational Projects in Indonesia and within the region (BAT corporate biodiversity strategy, sustainable fuel sourcing for tobacco curing and community forestry programme on Mt Rinjani in Lombok)
o Provide technical support to British American Tobacco Indonesia (BATI) during the development and implementation of joint projects with the BATBP, in particularly on Lombok. This will include the provision of training on biodiversity issues relevant to their operations.
o Support the Programme Manager, Corporate Partnerships responsible for the BATBP with programme administration, financial management, invoicing and communications
o Coordinate the reporting to the BATBP on Biodiversity Projects and help with the development of annual work plans and new project proposals
o Facilitate communication and cooperation between Export Leaf Indonesia and the BATBP (EW, FFI, TBA and BAT) in relation to the joint forest conservation project in Borneo
o Provide a link between FFI Corporate Programme (based in the UK), Asia Pacific and Indonesia programmes and BAT Operational Companies
o Provide support to the tracking, development, management, administration and delivery of other Corporate Partnership Agreements
o Provide support to FFI and the Corporate Programme in relation to strategic development and general organisational requirements
o Undertake any other activities relevant to the role within FFI as a member of the corporate team and Asia-Pacific programme

PERSON SPECIFICATION

The successful candidate will have the following experience:
o minimum of a BSc degree or equivalent level qualification in conservation, forestry, natural resources management, corporate social responsibility or agriculture or other related discipline
o a minimum of two years´ experience in one of the above mentioned or related sectors, forestry and/or conservation would be preferable
o a broad knowledge of biodiversity conservation issues in Asia
o a commitment to working in partnership with the private sector to address key environmental issues
o experience in working for an NGO and/or with the corporate sector would be advantageous but is not essential

The successful candidate will have the following skills:
o good writing skills in relation to the preparation of project reports and proposals
o fluency in spoken and written English and Bahasa Indonesia
o good presentation skills that enable the candidate to represent the BATBP and FFI to corporate partners
o ability to set priorities and work with minimum supervision
o use of MS Office based software package; GIS software an advantage

Summary of Responsibilities

Duties Applicable to All
· Work towards the achievement of National Red Cross / Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork.
· Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
· Perform other work related duties and responsibilities as may be assigned by the supervisor.

General Responsibilities

a.. Provide technical support to program staff in developing their community-based communication strategy to keep communities informed during all stages of program implementation.
b.. Develop communication tools to assist in program implementation.
c.. Anticipate and plan for regular program updates to beneficiaries at the village level through newsletters and the development of other tools.
d.. Strengthen program staff capacity in communicating effectively with communities including socialization methods and dissemination of program information.
e.. Supervise activities of personnel within the Information and Reporting team including recruitment, management and performance evaluations as needed.
f.. Manage the financial budget in compliance with CRC requirements.
g.. Hold regular communication training for field staff.
h.. Anticipate and plan for crisis communication situations both with beneficiaries and media
i.. Facilitate planning, development and/or implementation of informational program to maintain favorable public and stakeholders perceptions of the accomplishments and agenda of CRC.
j.. Provide written and visual documentation of the CRC' work in communities to support communication with audiences in Canada, in support of the CRC tsunami communication plan
k.. Establish and maintain cooperative relationships with local, national and foreign media actors.
l.. Synthesize information/ data from the field and program staff for preparation of progress reports for internal and external audiences, including monthly operational reports for the CRC in Canada and in the field
m.. Coordinate responses to requests for information from the media, acting as a spokesperson when needed.
n.. Monitor implementation of the communication strategy by program staff and facilitate their improvement.
o.. Organize external assessments of implementation of the existing communication strategy in the field.
p.. Monitor the external web sites for relevant information to assist CRC operations.
Qualifications:

a.. University degree in a related field;
b.. At least six years experience of working in journalism or public relations, in which two years out of them are in international development organizations ideally in a post conflict and or post-natural disaster area;
c.. Experience in the development and implementation of a community-based communication strategy;
· Excellent verbal and written skills in English are required with a strong preference for fluency in another language, i.e. Bahasa Indonesian. Language testing may be administered.
· Demonstrated experience in staff supervision, management, and development.
· Strong commitment to the Principles of the Red Cross Red Crescent Movement. Previous experience in the Movement considered an asset.
· Strong initiative, diplomacy, flexibility, and sound decision making skills are required.

Background of the project;

On 26th December 2004, an earthquake (registering 9 on the Richter scale)
occurred off the West Coast of the Indonesian Island of Sumatra. This
triggered a massive tsunami that hit the Northern, Western and Eastern
Coasts of the Province of Aceh. The death toll was registered as 110,146
persons and 127,749 people are missing as of February 3 (OCHA). A large
percentage of the victims appear to be women and children, especially under
fives. Therefore there may be a skewed gender balance (unconfirmed that
there roughly a ratio of 2:1 male/female) with many men left with small
children. In actual fact, the tsunami also resulted in many disable people
in the affected areas. By June 2005 it was reported that in four districts
there were 126 disabled persons had been identified including one who
already disabled before the tsunami. The exact number and detail
information of survivors who became disabled is still unavailable as there
are some unreachable areas and few organizations who take responsibility
about this group.


However, there are also many people that have become disabled through
traffic accidents, or became disabled though violence during the Gerakan
Aceh Merdeka (GAM) conflicts over the last 5-10 years.

A proportional registration process is required to identify the disabled
affected by the tsunami, traffic accidents and conflict, as well as a
comprehensive recovery i.e., mental, physical and livelihood, is considered
as appropriate solution to support disables get back their confidant and
having self reliance.

The overall responsibilities of Program Manager to contribution for
effective and efficiency of P3CA Program through Coordination and Management
of all aspects of P3CA Program e.g. developing strategies and work plans in
line with detailed implementation plan for effectiveness, monitor and
evaluate the effective implementation of P3CA Program activities. Support
and supervise P3CA Sector Coordinators, relationship building, monitor
budget performance. Having knowledge on disability issue, Willing to travel
regularly in NAD (Banda Aceh, Aceh Besar and Sabang Island).

- Advanced degree in Social Science, Public Health, Development Planning.

* Reviews partner’s quarterly reports to analyze reported project outputs versus budget expenditures, develop/supervise additional appropriate MIS systems to accurately report and track on Partner program performance. Work with Partnership Coordinator to provide appropriate feedback to Partners on their reports and project implementation.

BACKGROUND

The ILO Office in Jakarta is implementing
a comprehensive programme in Indonesia.
A major focus area for the ILO are young people, in terms of both preventing
and eradicating child labour as well as promoting job opportunities for youth.
As part of the country programme, the new Education
and Skills Training for Youth in Indonesia (EAST) programme aims to improve the
employment chances of young women and men and to eliminate and prevent child
labour through better access to education and training opportunities. The EAST
programme is being implemented with the Ministry of Education and the Ministry
of Manpower as well as their related local government offices. Pending final
donor and government approval, the programme will be implemented for four years
in selected provinces in Eastern Indonesia and
in Nanggroe Aceh Darussalam


THE POSITION

To
manage implementation of activities under the EAST programme in Maluku, the ILO
is hiring a Provincial Programme Coordinator. The provincial programme
coordinators will be based in the ILO EAST Office in Ambon,
and will undertake frequent travel to programme implementation sites throughout
the province. An important element of the incumbent's work will be planning,
managing and backstopping programme activities in Maluku, fostering
collaboration and knowledge sharing between programmes as well as gathering and
analysing relevant policies and experiences with a view to develop, coordinate
and deliver relevant policy and programme advice to the programme’s
implementing partners and ILO constituents more broadly. The incumbents will
report to the Chief Technical Advisor of the EAST programme in Jakarta. The incumbents
will coordinate with the skills and child labour/education specialists in the
EAST office in Makassar, as well as with the
financial and administrative section of ILO Jakarta. The provincial programme
coordinator will assume responsibility for all provincial and district-level
activities, ensuring timely and effective delivery of activities and outputs
based on quality management systems as well as strengthening technical
cooperation with local constituents, social partners and (where applicable) international
agencies and donors.

DUTIES/RESPONSIBILI TIES

* Serve as advisor and coordinator at provincial level to the Chief Technical Advisor of the Programme. Manage and monitor progress of programme activity implementation by counterparts and implementing partners at the provincial level by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Contribute creative ideas for programme/programme development and draft portions of programme technical and financial reports, programme background reports, and periodic programme reviews.
* Identify problems, propose solutions and action and follow-up with relevant programme staff at provincial and national level, implementing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
* Assist in the programming and control of programme resources; prepare budget estimates and expenditure forecasts by analyzing and monitoring resource status as compared to planned activities and by making recommendations to the CTA for remedial action.
* Manage the programme office and programme staff at provincial level.
* Review and analyse national and provincial development plans and priorities, socioeconomic data, reports and other relevant information; contribute creative ideas for mainstreaming gender equality concerns; identify potential new areas of action and collaboration with other programmes, and provide written analysis on the findings to the CTA.
* Prepare briefs, background information, periodical reports, subject matter related technical reports and statistical data on status of programme activities.
* Assemble and edit basic data required for planning and negotiation of programme activities, considering different approaches and alternative methods for programme design, management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, answer questions about clearance and processing requirements, and initiate action as required.
* Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance.
* Manage and oversee the preparation of conferences, seminars, workshops, training sessions and meetings for the programme at national, provincial and district level. Speak on behalf of the ILO when attending these gatherings alone. Serve as a focal point for technical subjects, attend meetings, workshops and inter-agency meetings, and present reports and papers.
* Serve as public relations liaison and relations officer of the office and promote EAST activities at the provincial and district level. Draft, edit in, or translate into local language(s) news releases, official correspondence, statements and speeches and other public information material.
* Plan, organize and facilitate consultative meetings, seminars and workshops. Participate in policy dialogue and technical consultations. Draft speeches and address meetings on behalf of the ILO at the national, provincial and district level.
* Brief ILO specialists, programme experts, associate experts and visiting officials and provide relevant information on programme matters.
* Undertake missions to programme sites independently or accompanying other officials.
* Supervise the work of support staff and junior national officer staff.
* Perform other duties as may be assigned by the CTA.

EXPERIENCE AND QUALIFICATIONS

Education– Secondary level
university degree in a relevant field (economics, social sciences, law,
international development, international relations) or equivalent in years of
experience.

Experience– Eight
to ten years of professional experience in international development
cooperation programmes, preferably with strong technical background in
education, skills training, entrepreneurship and/or child labour.

Languages– Excellent
written and spoken command of English and Bahasa Indonesia.
