Evaluator in Central Sulawesi & Maluku

CARDI, an international NGO consortium providing support to persons affected by conflict and natural disaster is looking for qualified national candidates to fill in position for 3 weeks as :

Evaluator for Building Bridges for Conflict-affected Youth in Central Sulawesi & Maluku (Code : EV - CS & MLK)

Background
The European Commission (EC) through its funding decision in 26 April 2006 granted CARDI € 857,811 towards the implementation towards socio-economic recovery supporting re-integration of conflict-affected communities in Poso district (Central Sulawesi) and West Seram district (Maluku) under the title Building Bridges for Conflict-affected Youth in Central Sulawesi and Maluku. The project’s particular objective is to improve social cohesion and economic self-sufficiency for conflict-affected youth, by targeting displaced, returned/relocated youth, as well as youth belonging to host communities, as well as governance bodies in the same locations. The project tackles the social impact of conflict, through actions contributing to restoring mutual trust and social cohesion amongst groups from different religious and ethnic backgrounds, while it aims to address the economic impact of the conflict on above-mentioned youth through a combination of vocational
training and income-generating support.


Key Responsibilities
· Develop a comprehensive evaluation plan in coordination with CARDI (field) staff
· Undertake field visits to a representative number of Youth Centres in both provinces that were assisted under the Grant
· Assess if the project was relevant and assisted Youth Centres in contributing to inter-community reconciliation and economic recovery for communities that had been (temporarily) displaced, been resettled or were otherwise effected by the conflict.
· Assess whether the outputs that were set out in the project documents have been achieved or not.
· Evaluate the communities satisfaction with:
· Training received by from members of the Youth Centres
· Activities implemented by the Youth Centres
· Estimate whether the results achieved at a reasonable cost
· Assess the sustainability of economic projects undertaken and/or supported by the Youth Centres
· Assess the sustainability of the Youth Centres and evaluate their links with government institutions and other organizations active in the field of youth empowerment/­ development
· Provide recommendations for future projects in the fields of Peace Building and Youth Development
Required Qualifications
· Masters Degree from recognized university in Sociology, Socio-economics, Education or similar. Bachelors degree and additional experience is also acceptable
· Extensive experience in evaluations of youth development programs and projects if possible within a conflict setting.
· Minimum five years experience in conflict and post-conflict programming. Experience in undertaking evaluations writing evaluation reports for International NGOs and donors
· Ability to deal with and effectively resolve unexpected issues
· Excellent analytical, communication and interpersonal skills
· Willingness to spend time in the field with limited resources
· Fluency in written and spoken English
· Excellent computer skills, MS office and database programs
Timing
· Three weeks in April/May
