MITRA ASSISTANT PROJECT MANAGER (DOTS)

CARE Indonesia – Tangerang is currently recruiting for the following position:
MITRA ASSISTANT PROJECT MANAGER (DOTS)

RESPONSIBILITIES:
· Hire Field Officers for MITRA program as provided for in the project organizational chart
· Train and develop Field Officers in technical (e.g. TB, DOTS, BCC etc) and process implementation skills (such as formative research, training and facilitation, problem solving, CBO/network development, etc) as required by the project.
· Mentor Field Officers in order to improve their abilities in program and staff management
· Complete APA of Field Officers as described by CII’s Personnel Policies
· Play a key role in the design and implementation of capacity building and networking interventions which are consistent with the proposal and donor agreements and also support government TB eradication efforts (including, but not limited to extending DOTS, training community observers, capacity building of health center staff, networking with private practitioners, and advocating national standards) in one of the 4 kabupaten/kota covered by the project.


· Play a key role in developing/refining strategies, activities, trainings, and BCC materials, which extend DOTS to the MITRA program’s partners and stakeholders and support their efforts to effectively implement DOTS in all MITRA Project Areas.
· Set goals, objectives, and work plans for the assigned work area
· Manage/facilitate/ direct/organize the Field Officer activities in the field in their assigned work area
· Set and monitor budgets/expenditure s for the MITRA TB Program in their assigned work area
· Participate in proposal writing when requested
· In cooperation with Program Leader and Project Manager and develop and participate as facilitator in workshops and/or training sessions designed to build the capacity of local government, community, CBOs, and other stakeholders in the implementation of DOTS and structures to support DOTS.

· Evaluate the effectiveness of training methods and approaches
· Working with the Urban Program Manager, Health Team Leader, and Project Manager to design and implement program monitoring systems that collect and report data on outputs, outcomes, and impacts
· Ensure compilation of monitoring data and completion of monthly reports for the Program Manager and data available to the M&E manager so he/she can complete project reports (to donors, government, and/or other stakeholders) on time
· Participate in the design and implementation of annual and semi-annual evaluation and planning workshops
· Any other duties that maybe reasonably assigned by the supervisor.
· Participate in the planning and response and relief activities for any emergency CII response in Banten, or if requested, in other areas of Indonesia

QUALIFICATIONS
· University graduate (S1 degree) in public health, medical, behavior, social science, and/or health education back ground – an MPH or Medical Degree would be advantageous
· A minimum of 5 years experience in implementing community based DOTS programs – preferably with experience in an urban setting
· Demonstrated ability to achieve results
· Strong program management skills and demonstrated ability to manage and lead teams of over 5 staff
· Able to facilitate the development of community and government groups, particularly urban communities
· Knowledge of the technical aspects of health practices – knowledge of both adult and child TB is highly desirable
· Knowledge of community development and experience in implementing group and community development interventions
· Demonstrated ability to relate well and work with local government officials (RT, RW, Kelurahan, Kecamatan, Puskesmas, DinKes, Kabupaten, etc.)
· Knowledge and experience in community based health information systems
· Strong communication skills
· Able to use computers and MS Windows Applications (MS Word, MS Excel, MS Access)

JOB PURPOSE:
The MITRA Assistant Project Manager (Health Advocacy) is responsible for, organizing, managing, and reporting on the MITRA interventions in one of the 4 geographic areas as well as designing and assuring the quality of interventions designed to improve and increase the practice and implementation of DOTs in all project areas.

· In cooperation with Program Leader and Project Manager and develop and participate as facilitator in workshops and/or training sessions designed to advocate to local government, community, CBOs, and other stakeholders the adoption and implementation of DOTS and structures to support DOTS.

· Demonstrated ability to test and develop BCC/IEC material for use by community members and health professionals
· Demonstrated ability to achieve results
· Strong program management skills and demonstrated ability to manage and lead teams of over 5 staff
· Able to facilitate the development of community and government groups, particularly urban communities
· Experience in facilitating and training of DOTS would be advantagious
· Knowledge of the technical aspects of health practices – knowledge of both adult and child TB is highly desirable
· Knowledge of community development and experience in implementing group and community development interventions
· Demonstrated ability to relate well and work with local government officials (RT, RW, Kelurahan, Kecamatan, Puskesmas, DinKes, Kabupaten, etc.)
