ASSISTANT MANAGER - HR at NGO

CARE Indonesia – Jakarta, is currently recruiting for the following position:
ASSISTANT MANAGER - HR

JOB SUMMARY:
HR Assistant Manager is key member of HR coordination team, providing technical support to Sr. HR Manager in HR Operational. HR Assistant Manager is responsible for the consistent and efficient implementation of organization’ s HR practice and procedure across the country program.

RESPONSIBILITIES:
· Assist Sr. HR Manager in overseeing all HR functions, including: recruitment, orientation, staff welfare, performance management, discipline and staff development
· Assist Sr. HR Manager in overseeing payroll function to ensure smooth and effective salary payment of all staff


· Supervise the administration of staff benefits and coordinate with senior management and benefit service providers as required
· Manage human resource information systems (HRIS), and maintain a central filing system ensuring that all recruitment files, individual personnel files, contracts, job descriptions, salary scales, grievances, policies, HR plans and activities are properly maintained and updated
· Provide guidance, support on staff management issues in all locations across the country program.
· Work with HR Liaison in sub-offices, Project Leader, Project Manager in staff planning and budgeting, implementing and monitoring harmonized HR strategies, policies and procedures.
· Meet formally and informally with project/program units on cross cutting issues.
· Liaise with CARE International HR on international staff issues, recruitment, and welfare and benefit administration, movement and end of assignments.
· Ensure a comprehensive relevant orientation programs is maintained and delivered to all new staff.
· Ensure and maintain the confidentiality of all sensitive HR information at all times
· Any others tasks may reasonably request by supervisor.

QUALIFICATIONS:
· University Degree in a related field
· 4 to 7 years experience in a similar position, preferably in INGO
· Excellent written and oral English communications skills
· Proven ability to strategically and effectively manage HR and administrative functions and lead a team
· Knowledge and experience in implementation, development and managing day to day HRIS system
· Ability to work well under unstable environments, and administrative and programmatic pressures
· Must be able to work independently while being a strong team player
· Strong management, project planning, organizational, interpersonal, and communication skills
· Must be culturally sensitive and able to lead and manage a multi-cultural team
