JOB DESCRIPTION
The assistant program officer (APO) is responsible for assisting in the
design and implementation of programs for International Republican
Institute (www.iri.org) . She/he works with the Resident Country
Director (RCD), Resident Program Officer (RPO) and Program Officer (PO)
to assist in the development of long-term and annual plans for the
country program, and helps to develop training strategies and assist
with project implementation. She/he will be based in Jakarta.
The APO closely monitors political and governmental developments in
Indonesia, and assists senior staff in the development and
implementation of projects in collaboration with IRI in country senior
staff and partner organizations. The APO assists the PO to execute
programs, including conferences, consultations, training seminars and
other program activities, and serves as trainer when needed.
The APO is responsible for providing input into program proposals and
budgets, and to assist in providing quarterly reports and program
evaluations; the APO is responsible to ensure that reporting
requirements are met and that programs remain within budget allocations,
and that partners or grantees comply with any agreements or contracts.
Specific responsibilities might include:
- Assist in the management of administrative aspects of
programs, including proposals, workplans, budgets and program activities
- Assist PO in the development, implementation and
administration of IRI training program
- Oversee activities of program assistant (PA); delegate work
appropriately
- Field monitoring of training activities, when necessary
- Coordinate with relevant government institutions to ensure
appropriate permissions and approvals for IRI programs
- Regular coordination with political party and legislative
leadership from all political parties at national and local levels
- Assist to coordinate IRI governmental and political programs
at the provincial and local level as required
- Regular communication and program coordination with relevant
provincial and local constituent and civil society organizations as
required
- Assist with IRI-sponsored training activities that take place in
IRI program provinces, including serving as a trainer, as required
- Provide regular updates and analysis of political and
governmental environment to RPD, RPO and PO
- Assist with legal research concerning political and election
law topics
- Assist with the development of all training materials and
curricula
- Write weekly reports on program activities
- Assist with preparation of quarterly reports on program
activities
- Comply with all IRI budgeting and financial accountability
requirements
- Write up meeting and training reports as required
- Represent IRI at meetings/workshops as required
- Provide written and spoken translation as needed
- Coordinate work of international trainers as needed
- Coordinate with other IRI program officers
- Other tasks as requested by RCD, RPO and PO
Desired Qualifications:
- Undergraduate degree in political science, international
relations or related field and 3-5 years' professional experience in
democratic governance and politics, preferably working directly with
political parties, or equivalent combination.
- Excellent written and oral communications and presentation
skills in English and Bahasa Indonesia.
- Working knowledge of political community, political party
reform, and women political participation issues in Indonesia.
- Proven ability to communicate skills and experience to others
as a trainer, advisor or technical consultant.
- Demonstrated experience administering program budgets
required; experience in managing and motivating staff is preferable.
- Ability to work independently and as a member of a team to
effectively meet Program goals.
- Working knowledge of public opinion polls and focus groups
research is preferable
