Community Engagement Officer - Canadian Red Cross

The Canadian Red Cross (CRC) is implementing a major community-based reconstruction and rehabilitation program with the primary focus on shelter construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries affected by Tsunami of December 26, 2004 and earthquake of March 28, 2005. We are also implementing Livelihood, Environmental Health and Disaster Preparedness Management programs to help families and communities to improve their live quality. We are looking for qualified and committed candidates to fill the following position on a fixed term contract basis.

Community Engagement Officers (Ref. Code CEO-ABL)

Based in Aceh Besar & Lamno



MAIN RESPONSIBILITIES:

Land Issues Related:

Work with communities to prepare necessary beneficiary documentation, such as property documentation to ensure timely and accurate implementation of CRC programmes on behalf of communities:
· Ensure beneficiary list are complete with supporting documentation i.e. Id. card and family card.
· Work with BRR to harmonize and finalize definitive beneficiary list by undertaking investigations of beneficiaries that are on CRC list and not BRR list in order to re-verify eligibility.
· Work with the communities and then with BPN to ensure all of the land plots are clearly identified and have sufficient doc for construction.
· Participate in progress monitoring through updating sites map.
· Other duties that may be required.

Housing Related:

Work with the CRC construction team and the communities to ensure good organization and communication between recipients of CRC houses and the CRC construction team. CEO's should be willing to deliver requests for information or complaints in either direction from Banda Aceh to the communities or vice versa.
· Ensure that the housing forms are completed accurately and in a timely manner, archived (must go to DB team in BA) and submitted to the construction team.
· Coordinate with Support communication between beneficiaries and the construction team in regards to quality assurance, specification changes and complaints handling.
· Monitor occupancy rate.
· Assist the construction team to ensure the handover doc is completed, archived and returned to PMU in timely manner.
·Ensure post construction complaints are followed-up properly during 6 months duty of care period.
· Other duties as required

Community Focal Point:
Functioning as focal point between community and CRC regarding all programmes i.e. Shelter, EH, LIV, ICBRR:
· Build and maintain relationships between CRC and community representatives, community members and other external actors in the community by performing regular visits to the field.
· Raise awareness about CRC programmes and represent Canadian Red Cross (CRC) to beneficiary communities by conveying program to the community, transmitting feedback, and advocating for community to CRC in order to ensure maximum benefit for programming.
· Transmit community complaints to the appropriate person in CRC, and transmit CRC feedback to community in a timely manner. Ensure appropriate information and documentation reaches the Field Manager.
· Assess and verify community and individual beneficiary needs and capacities in support of design and implementation of CRC programming.
· Collaborate with technical program officers (livelihoods, Environmental Health, Disaster Management, Temporary Shelter) by assisting in facilitating integration of programming between all program sectors and facilitating community level meetings and communications between community and program, or community and external partners where required by Programme staff.

Other Responsibilities:
· Participate in monitoring and evaluation of CRC programs.
· Ensure active engagement and participation of women, youth and marginalised groups of the community by promoting that women will be involved in decision making and included in consultative bodies like the Housing Committees.
· Coordinate assigned PMI volunteers, as required.
· Maintain and update regularly the .
· Maintain and update community information boards by putting updated information related to all programs activities.
· Provide regular reporting of programme activities in the area of responsibility. .
· Provide language translation and consecutive interpretation services when necessary.
· Accompany special visitors and attend training sessions on occasion..
· Carry out other duties as prescribed by the Field Manager.

QUALIFICATIONS AND EXPERIENCE
· University degree
· At least three years of community and administrative experience.
· Strong reading, writing, and reporting skills in Bahasa Indonesia and English. Acehnese language skills are an asset.
· Computer literacy (Ms Word, Excel, Outlook etc)
· Sound judgement with good personal communication and interpersonal skills
· Independent worker and team player
· Good physical and mental health and prepared to live and work in adverse condition
