The Indonesia TRP Delegation operates from offices in Banda Aceh (main), Calang, Lamno, Sabang and Pulo Aceh. It also has liaison offices in Jakarta , and other areas in Aceh province in collaboration with the Indonesian Red Cross. The Indonesia TRP program has a budget of over $200m. It commenced in May 2005 and will be completed by June 2010.

Post Title : Senior Compliance & Assurance Officer (SCAO)

POSITION OBJECTIVES
Under the general supervision of the Director of Finance, the SCAO is responsible in carrying out compliance and assurance activities; ensures assurance on the effective operation of risk management/control processes, and supports management in improving operations and provides a basis for learning across the Indonesia Delegation of American Red Cross. The SCAO will also help influence change within and across the Delegation to strengthen accountability and effectiveness.
JOB RESPONSIBILITIES, DUTIES AND TASKS
Core Responsibilities & Duties
1. Assess adequacy of internal controls and performs risk assessment within the Indonesia Delegation of American Red Cross
2. Based on risk assessments and evaluations, designs and conducts compliance checks and review to ensure, among others, that:
· ARC assets are safeguarded and properly utilized,
· All staff are in compliance with ARC policies and procedures,
· ARC is in compliance with government regulations, and
· A reliable program and financial reporting process is in place.
3. Follows-up and ensures timely management action to recommendations
4. Ensures high standards and quality of compliance and assurance activities by:
· Observing pertinent professional standards.
· Updating work programs and checklists based on assessment of risk factors in the pertinent area of review
· Ascertaining that adequate documentation has been gathered and that the work papers support and reflect conclusions reached.
5. Periodic and random review of procurement, logistics, warehousing and the spot checking of operational monitoring systems and evaluation of procedures.
6. Works with senior management to help address their concerns, issues and assurance needs.
7. Assists external auditors by coordinating/ assisting in data collection and analysis during interim or year end visits.
8. Assists in implementing capacity building initiatives within the Delegation and its partner staffs.
9. Provides a value-adding assurance function which influences effective change across the Indonesia Delegation.
10. Assists the Director of Finance in the roll out of enterprise-wide risk management. Facilitates and supports core and senior management in the implementation process.
11. Keeps current on significant developments within American Red Cross field offices
12. Keeps current on developments in the areas of corporate governance, risk management, accounting and auditing, general issues affecting non-profit organizations, government regulations and information technology.
Requirements/ Experience Required:
Bachelors degree in Accounting or Finance, or equivalent
Minimum 2-3 years experiences in compliance, audit or a similar role
3 – 5 years work experience, preferably in an international company/organizatio n (1 year experience in an NGO or the development sector preferred, but not required)
Excellent knowledge of Excel and MS Office; accounting software, CAATS.
Good time management and interpersonal skills
Fluent in Bahasa Indonesia and English
Communicates clearly and effectively.
Strong negotiation and facilitating skills.
Must be able promote innovation and learning.
Must be able develop and retain credibility with client departments/ sectors within ARC.
PERFORMANCE INDICATORS:
Number of risk assessments performed.
Trend in the results of risk assessments and evaluation
Number of compliance and assurance reports
Number of follow up taken by client departments
Quality of findings and recommendations given
