Provincial SUCA & BIA Consultant for DBE 1 North Sumatera

RTI International is currently implementing the Decentralized Basic
Education (DBE) 1 Project (www.dbe-usaid. org). The project aims to
strengthen education management and governance capacity at the district and
school level.

In its work plan for October 2007 - September 2008, DBE 1 plans:

a. to build Dinas Pendidikan capacity to conduct an analysis of the
funding levels required to adequately operate primary (SDN), junior
secondary (SMPN) and senior secondary public schools (SMAN). The analysis
should result in a per student school operational unit cost for primary,
junior secondary and senior secondary education. This DBE 1 program is
called School Unit Cost Analysis or SUCA.

b. to build Dinas Pendidikan capacity to conduct an impact analysis of
the Central Government Bantuan Operasional Sekolah program (BOS) on parental
contributions and school funding. Key objectives are to assess whether the
BOS program has helped to lower the barriers to education by reducing
parental contributions and whether school funding has become adequate. This
DBE 1 program is called BOS Impact Analysis or BIA.

DBE 1 North Sumatera Provincial Team requires the assistance of a short-term
provincial SUCA & BIA consultant, who will be responsible for the following
tasks:

* Conduct the SUCA program in six districts

* Conduct the BIA program in two districts. The two districts should
overlap with two districts out of the six districts where SUCA is being
conducted.

A more detailed statement of work is attached. He/she will be based in
Medan, North Sumatera.
