Vacancy in BISMA Microfinance.

PT BINA INSAN SEJAHTERA MANDIRI (BISMA), a microfinance unit of CARE International Indonesia, an International Non Governmental Organization, is presently seeking staff for microfinance program based in Jakarta. The position is as follow:

FINANCE MANAGER

About the Program
BISMA has implemented micro credit development program to strengthen Micro Finance Institution (MFI) since 2003. The program covers a) financial assistance and technical assistance to improve MFI capacity in providing financial access to economically active poor and b) evaluation of program impact at the level of MFI and beneficiary.


Job Purpose:
Finance Manager is expected to a) contribute in financial and administration management of BISMA; b) provide monthly and annual financial reports for the purpose of corporate reporting and investor reporting; c) assist Management in developing and controlling budget as well as managing BISMA assets. The position is based in Jakarta.

RESPONSIBILITIES:
· Maintain and control appropriate accounting and cash management systems;
· Generate financial statements, tax reports and other necessary financial report;
· Supervise accounting staff(s) in recording and preparing proper accounting record;
· Serve as controller on all aspects of the Company’s financial affairs;
· Custody of property and equipment;
· Supervise clerk and subordinates (office helper and guard) in performing their duties;
· Such other duties as assigned by Management.

QUALIFICATIONS:
· Graduated from S1 in Accounting. Minimum GPA (IPK) is 2.75/ 4.00 ;
· Minimum of three (3) years of working experience in accounting;
· High level ability to communicate in English (both written and spoken) ;
· Fast learner, confident, and self-motivated;
· Willing to work under extendable 1-year contract;
· Prior experience in using accounting software and familiarity with Indonesian tax laws are advantage.
· Ability to work within tight deadlines and to work in a team and a multicultural setting

TECHNICAL PARTNERSHIP MANAGER – TPM

Job Purpose:
The Technical Partnership Manager contributes to a) assessment of tsunami affected microfinance institutions and b) structuring capacity building needs, including direct grants, business development plan, incubation services, thematic trainings, and as well preparing for investment strategy. A successful candidate will be a quick, positive thinking, problem solver who can work on complex financial transactions with diverse stakeholders.

RESPONSIBILITIES:
· Develop Annual Business Plan for Microfinance Program – Technical Partnership (Technical Capacity Building) in Nanggroe Aceh Darussalam Province (NAD);
· Initiate and manage Technical Partnership activities in NAD, including coordination with BISMA headquarter of Jakarta, CARE Indonesia, CARE USA and CARE India, and other stakeholders;
· Design and document Technical Partnership activities in line with the operational guideline stipulated by Management and promote/socialize it, if necessary, to potential partners/beneficiar ies;
· Assess and select potential Micro Finance Institution (MFI) for partnership with BISMA, including preparing and recommending: a) relevant memorandum for the purpose of getting approval from Grant Committee; b) legal documentation for executing partnership with selected MFI and c) other programmatic and administrative reports required by Management;
· Deliver and manage technical capacity building services, including preparation of workshop/training, selection and construction of module and facilitating workshop/training to selected MFI since beginning to the end of partnership both in technical and financial (budget) aspects;
· Monitor compliance of MFI partners to the agreed commitment to BISMA (financial and technical commitment) such as assuring fulfillment of all covenants prior to delivery technical assistance and grant disbursement, controlling utilization of grant budget as scheduled and targeted in business plan and materialization of stakeholder commitment;
· Supervise the activities and works of officer(s) and support support(s), if any, and coordinate all activities to be in line with the overall mission of BISMA and CARE Indonesia;
· Evaluate impact of Technical Partnership activities at MFI level and microborrower (impact assessment activities) and prepare relevant impact report periodically;
· Produce Technical Partnership periodical report (including progress report and achievement report) for the purpose of internal management control and reporting to donor/investor, government and other stakeholders
· Identify potential expansion of Technical Partnership activities, including but not limited, to explore collaboration with other project of CARE Indonesia and other stakeholders (government, other NGO, private sector etc.);
· Under assignment from Direct Supervisor or Director, involve and maintain networking with local NGO, international NGO, Government Agency and other stakeholders;
QUALIFICATIONS: · University degree in accounting, commerce or bussiness administration.
· At least three years working experience in institutional capacity building activities either in the microfinance institutions or micro entreprises
· Ability to conduct field study and develop comprehensive report for reccommending capacity building and/or financial investment;
· Ability to identify needs, develop new products and sell financial solutions;
· Ability to develop pitch materials, run basic models and financial calculations;
· Strong analytical knowledge and presentation skill;
· Familiarity with legal documentation;
· High-level ability to speak and write in English (and Aceh is preferable);
· Ability to work within tight deadlines and to work in a multicultural setting.
