POST TITLE: Posyandu Plus Consultant Development of Integrated
Training Manual
SECTION: Health and Nutrition
DUTY STATION: Banda Aceh
1. ORGANIZATIONAL SETTING
a) REPORTS TO:
PO ECCD, Banda Aceh
2. PURPOSE OF THE POST (Statement of overall post accountability. )
UNICEF with the government developed a concept of integrated
community services called the posyandu plus concept. A major part of
this concept is to get the technical staff working more effectively
with community volunteers and in a more integrated manner. The
technical staff include midwives, family planning staff, education
staff and social workers. All these groups rely heavily on community
volunteers and mobilizing the communities.
The sub-district level technical staff also often work in isolation
of each other and the posyandu plus concept aims to bring these
groups closer together making them work more effectively together so
that the women and children are treated in a more holistic
approach. This will improve the services that are available for the
women and children, save time for parents, improve coverage for
health and nutrition interventions.
3. MAJOR DUTIES AND RESPONSIBILITIES
Percentage - Major Duties and Responsibilities
5% - 1. Design a rapid assessment to access the current services
being provided by the sub-district level team and investigate how to
integrate these services. In terms of working with community
volunteers, joint planning and data collection.
30% - 2. Carry out the rapid assessment this will include, secondary
data collection, field work in selected sub-districts, in-depth
interviews with stakeholders and literature reviews. Other suitable
available resources should be used. A report will be produced which
will include the major information gained and recommendations and
action plan on drafting the manual.
40% - 3. A trainers of trainers manual will be compiled to prepare
trainers to be able to provide a (approximately) three day training
for sub-district level technical staff (health, education, social
and family planning). The training should include how services can
be integrated, management of community services and data collection.
These training should be participatory in nature with the aims to
improve integration and improve the skills of the technical staff in
providing leadership in the communities. This should be done in
close collaboration with the government counterparts.
25% - 4. A manual for the three day training should be developed.
This should act as a resource for the district level staff as well
as being a manual to help with the training.
5% - 5. Following design of the manuals these should be shared with
the key stakeholders in each of the departments at province and
selected districts and sub-districts. Agreement should be reached
with the province on the use of these manuals. The community level
training should be pilot tested and changed according to the
acceptability of the programme.
4. WORKING CONDITIONS (Do the duties of this post involve frequent
traveling or unusual conditions or is it an office-based post?)
The Consultant will be based on Banda Aceh with travel to selected
districts (Aceh Besar and on remote district)
Consultant to be reimbursed for transport cost based on receipts and
actual cost up to a max. Rp. 1,000,000 per month. Log book will need
to be provided for payment of fuel costs. All receipts will need to
be submitted.
Consultant will be expected to provide own computer
5. QUALIFICATIONS AND COMPETENCIES required performing the duties of
the post:
Excellent communication skills;
Ability to work independently and travel frequently to all
districts
Ability to communicate with high level district staff.
a) EDUCATION (Indicate the level of formal education and/or training
and field of specialization required.)
Bachelor Degree in economics, social science or similar is
required
b) WORK EXPERIENCE (Indicate the length and type of practical
experience required at the national and international levels.)
5 years work experience
Experience of working at a high level of district and provincial
government level
Experience of designing training modules
Experience in research or assessments
Experience of posyandu and community work
c) LANGUAGES (Indicate the languages requirements. )
Ability to speak and write effectively in both Indonesian and
English language.
d) COMPETENCIES (Indicate what key competencies are required, such
as computer knowledge, management, communication, negotiating, or
training skills, etc.)
High standard of written English and Bhasa
Computer knowledge, word processing skills, email
Strong communication skills and ability to negotiate with various
levels of governments and community leaders
Good interpersonal skills
Able to write reports
Flexible manner
