DUTY STATION: Banda Aceh
1. ORGANIZATIONAL SETTING
a) REPORTS TO:
PO ECCD, Banda Aceh
2. PURPOSE OF THE POST (Statement of overall post accountability. )
This position is to assist the health and nutrition team to research
and design a training module for community financing which will be
relevant for the sustainability of the Posyandu Plus concept and
other community services and assets in the village. The module will
be designed to give training at two levels. A trainers of trainers
for district teams who will then train community members.
At present UNICEF has established the four pilot posyandu pluses and
the community have established there is a need for funding from the
community. At present this is adhoc and the community cadres have
only been given some general guidance on this.
UNICEF needs to assess the current situation, what modules are
available nationally and what has been found to work and how the
communities are dealing with community financing. Following the
assessment two manuals will be developed, one for the trainers of
trainers and one for use by the community workers.
3. MAJOR DUTIES AND RESPONSIBILITIES
Percentage - Major Duties and Responsibilities
5% - 1. Pilot test the design of a rapid assessment of the community
financing situation in the communities to discover important issues
that will need to be taken into consideration when designing the
modules. This should include the collection of modules already
available in both Aceh and nationally
30% - 2. Carry out the rapid assessment this will include, secondary
data collection, field work in selected communities, in-depth
interviews with stakeholders and literature reviews. A report will
be produced.
40% - 3.€ ¦ Production of a trainers of trainers manual teaching
guide which can be used in a three day training for district level
trainers from the posyandu pokjanal at district level. This should
include presentation of planning, basic budgeting, networking,
opportunities of funding sources, managing and reporting on
community funding to achieve sustainability of posyandus.. The guide
should also include a guide on how to present this information to
the communities in a participatory manner.
25% - 4. Production of a manual for use in the communities to
present the workshop on community financing. The objective of the
training is to give skills to the community to budget, raise funding
and manage and report on funding. This should include tools to
facilitate the use of community funding.
5% - 5. The community level training should be pilot tested and
changed according to the acceptability of the programme.
4. WORKING CONDITIONS (Do the duties of this post involve
frequent traveling or unusual conditions or is it an office-based
post?)
The Consultant will be based on Banda Aceh with travel to Aceh Besar
and one more rural location
Consultant to be reimbursed for transport cost based on receipts and
actual cost up to a max. Rp. 1,000,000 per month. Log book will need
to be provided for payment of fuel costs. All receipts will need to
be submitted.
Consultant will be expected to provide own computer
5. QUALIFICATIONS AND COMPETENCIES required performing the
duties of the post:
Excellent communication skills; Ability to work independently and
travel frequently to all
districts Ability to communicate with high level district staff.
a) EDUCATION (Indicate the level of formal education and/or training
and field of specialization required.)
Bachelor Degree in economics, social science or similar is required
Masters degree in related field desirable
b) WORK EXPERIENCE (Indicate the length and type of practical
experience required at the national and international levels.)
5 years work experience
Experience of working at a high level of district and
provincial government level
Experience of designing training modules
Experience of community financing strategies
Experience in research or assessments
c) LANGUAGES (Indicate the languages requirements. )
Ability to speak and write effectively in both Indonesian
and English language.
d) COMPETENCIES (Indicate what key competencies are required,
such as computer knowledge, management, communication, negotiating,
or training skills, etc.)
High standard of written English and Bahasa
Computer knowledge, word processing skills, email
Strong communication skills and ability to negotiate with
various levels of governments and community leaders
Good interpersonal skills
Able to write reports
Flexible manner
