NLRP Project Manager Vacancies

The Indonesia-Netherlan ds National Legal Reform Program

Project Managers

The Indonesia-Netherlan ds National Legal Reform Program (NLRP) is a
partnership between the Governments of the Netherlands and Indonesia
aimed at strengthening Indonesian legal institutions, increasing legal
certainty, and promoting efforts to combat corruption. Commencing in
September 2008, NLRP is seeking experienced professionals to serve as
Project Managers for the following, interrelated projects:

(PM1) Project Manager: Enhanced Planning through Management and
Budgetary Reform

Intended to improve management of the judiciary and public prosecution
service, through the development of performance- based budgeting systems
and reform planning.

(PM2) Project Manager: Enhanced Public Accountability through National
Surveys and Assessments


Intended to facilitate quantitative and qualitative assessment of the
condition and performance of the judiciary and the public prosecution
service.

(PM3) Project Manager: Enhanced Professionalism through Capacity
Building, Career Planning, and Training

Intended to support improvements in the quality and effectiveness of
training, career paths and capacity building within the judiciary and
the public prosecution service.

(PM4) Project Manager: Enhanced Legal Certainty through Legal
Information

Intended to foster development of authoritative restatements and
regulatory manuals on key areas of Indonesian law.

(PM5) Project Manager: Enhanced Integrity & Transparency through
Anti-Corruption Initiatives

Intended to strengthen the legal framework for asset recovery and
related activities.

Short Description of Responsibilities

Each Project Manager will be responsible for:

1. Defining project strategies, outcomes, outputs, indicators and
planned activities, and ensuring conformity with best practices,
feasibility, and sustainability;

2. Enhancing good communications and close working relationships in the
planning,implementa tion, and evaluation of the project with the targeted
institutions, related government agencies, interested civil society
organizations, law faculties, donor institutions, and other
stakeholders;

3. Identifying, engaging and working closely with different working
units in the targeted institutions, CSOs, consultants, and other
institutions to ensure the successful implementation of the project;

4. Managing administrative and operational matters, including
overseeing financial operations and financial and narrative reporting;

5. Maintaining good coordination with other NLRP projects and other
reform programs;

6. Representing the project in relevant forums.

Qualifications

A Project Manager will possess at least the following qualifications,
competencies, and skills:

1. A bachelor's degree in a relevant discipline;

2. Excellent communication skills, both oral and written in English and
Indonesian;

3. Knowledge of computer applications and information systems for office
work;

4. At least 7 years of relevant professional experience in the areas of
governance, rule of law and justice sector reform, or anti corruption;

5. Skills and experience in strategic planning and active participation
in conceptualizing, planning, and undertaking reform activities;

6. A demonstrable, high degree of integrity;

7. Good organizational, planning, and time management skills;

8. Excellent analytical, research, writing, facilitation, and
presentation skills;

9. Good interpersonal and networking skills, and ability to work in
teams;

10. Willingness to travel frequently on assignment and to work flexible
hours.

These positions are based in Jakarta and will start as soon as possible
after selection. The successful candidates will be offered a 1-year
contract, extendable to August 2010, upon good performance evaluation of
the first year contract.
