Goverment Liaison Officer

IOM Jakarta is looking for a Government Liaison Officer according to the terms of reference below. Position Title : Government Liaison Officer

General Functions:
Under the direct supervision of the Chief of Mission (CoM) Indonesia, the Government Liaison Officer (GLO) is responsible and accountable for facilitating and handling IOM Indonesia¢s liaison activities with various senior Government officials as well as perform managerial and strategic support to the Mission in order to contribute to the functioning of IOM Indonesia. The successful candidate will be responsible for maintaining contact with relevant senior Government officials and advising the CoM on GoI¢s political and strategic priorities and policies. In particular, he/she will:


1. Be responsible for maintaining and expanding liaison with senior Indonesian governmental authorities, such as the Ministry of Foreign Affairs, the President¢s State Secretariat, the Ministry of Finance, the Ministry of Justice and Human Rights, and other governmental authorities relevant to IOM Indonesia¢s mandate and operation.


2. Be responsible for consulting with the GoI and keeping them informed about IOM Indonesia¢s activities and programmes and ensure the GoI¢s understanding and continued support thereof.

3. Advice the CoM on political matters and relevant discussions within the Government affecting the Mission¢s activities, support the CoM in developing relevant strategies to address and respond to GoI¢s priorities accordingly.

4. Be the focal point for providing technical advice to the Mission and provide in-depth analyzes on matters relating to legal issues including but not limited to national laws, decrees, regulations, and other legislations related to the activities of IOM in Indonesia or Intergovernmental Organizations.

5. Be responsible for conducting research on legal matters and formulate or advise on necessary actions in relation to Indonesian laws and regulations affecting the Mission.

6. Be responsible for managing and obtaining appropriate permits for all international staff and ensure that procedures conform with the relevant national laws and regulations. Identify potential shortcomings in the related HR and administrative internal procedures and recommend to the CoM improvements where appropriate.

7. Support the CoM in the administration of the Mission and be responsible for all protocol matters.

8. Coordinate procedures and communication between IOM¢s sub-offices and the Jakarta office as regards to legal issues, liaison activities and permits management. Advise sub-offices on relevant government policies as appropriate.

9. Advise the CoM and Programme Managers on appropriate GoI representation in conferences, workshops and seminars in Indonesia or abroad. Identify such representatives where those contacts have not yet been established.

10. Perform such other duties as may be assigned by the CoM.


Desirable qualifications:
(Education, experience and competencies)

University degree, preferably in political, social science, law or a related subject. Minimum of four years experience in liaison with high ranking government officials and other stakeholders as well as administration. Candidates with a profound understanding of the legislative and administrative structure and procedures of Indonesia are preferred.

Ability to prepare clear and concise reports. Ability to supervise staff and coordinate administrative activities. A high degree of computer literacy is required; good knowledge of MS Excel is essential. Previous work experience in an international organization or with UN is a distinct advantage.
Excellent communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking. Ability to lead and coach individuals and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages: Thorough command of English and Bahasa Indonesia.
