The Australia Indonesia Partnership (AIP) Country Strategy 2008-2013 was launched in June 2008 along with the announcement of up to $2.5 billion worth of development assistance to Indonesia over the next five years. This will continue the trend of increasing Australia¢s aid program in Indonesia which has more than doubled since 2004/05 from $160m to $462m in 2008-09.
The new AIP Country Strategy outlines AusAID¢s commitment to the Paris Declaration
agenda, including the use of Government of Indonesia (GOI) processes and systems, and to better harmonise and coordinate activities with other development agencies.
The Paris Declaration is resulting in rapid changes to the way aid business is conducted in Indonesia, with the GOI seeking greater harmonisation and alignment with its systems. To this end GOI has recently passed new development assistance regulations that will require all development assistance to Indonesia to be recorded in Indonesia¢s annual budget documents.
Australia will be an active participant in Indonesian aid effectiveness mechanisms that are currently being developed.
In response to this, AusAID is seeking to engage a high level Adviser to strengthen AusAID¢s engagement in the aid effectiveness agenda in Indonesia. This Adviser will work under the supervision of the Counsellor, Governance & Policy Coordination and, together in a small team, will work across the AIP program to identify and advise on strategic points of entry, risks and opportunities and engagement for the AIP program to successfully implement AusAID¢s obligations under the Paris Declaration.
Duties include:
To champion AusAID¢s use of Indonesian Government systems, focusing primarily on
procurement, disbursement and financial management including reporting and audit
arrangements. In particular:
o Make key contributions to enhancing the effectiveness of Australian development
assistance in Indonesia through the aid program, including advising staff on how to
design and manage activities in ways to ensure alignment with GOI systems and
process, particularly related to working in line with GOI fiduciary systems at the central and sub-national levels.
o Advise on holistic approaches to balancing fiduciary concerns with the need for closer partnership and harmonization with GOI systems and processes. o Develop a program-wide series of principles and guidelines on country systems and
modalities. Provide advice during the development of AusAID designs and at key
decision points in programs and projects, such as peer reviews and mid term reviews,
on the use of GOI systems. Provide this advice with the view to ensuring and enhancing understanding of the issues and their impact on aid effectiveness, and ensuring necessary checks and balances are taken to protect Australian funds where GOI systems are adopted, including with regard to engagement at the sub-national level.
o As required, advise AusAID management on the matters above, including in relation to policy priorities and key areas for Australian support and with regard to forming
partnerships with other donors.
o Develop and maintain key partnerships within key GOI ministries, particularly at the central level (including BAPPENAS and MoF). This would include providing technical
advice to BAPPENAS in its efforts to improve the aid effectiveness of external
assistance to Indonesia.
Essential Qualifications and experience
1. Excellent analytical skills and the ability to provide high level, strategic advice on matters concerning effectiveness of Australian development assistance in Indonesia through the aid program.
2. Strong understanding of Indonesian Government systems relating to audit,
procurement, funds disbursement and/or monitoring and evaluation and other areas
as they relate to the aid effectiveness agenda, at both the national and sub-national
level.
3. Demonstrated ability to effectively navigate these systems to ensure effectiveness of aid investments and the ability to identify strategic areas of support and appropriate points of engagement for the Australian aid program.
4. Understanding of working as a donor within the international development field,
with the ability to make strong partnerships within government of Indonesia and
other key donor partners.
5. Excellent English and Indonesian.
6. Demonstrated capacity to work under limited supervision and the ability to provide leadership, advisory services and key support to a large number of national and local staff.
7. Understanding of Australian aid program and the Australian public service, or the
ability to quickly acquire this knowledge.

A competitive remuneration package will be negotiated with the successful applicant. A salary range between USD$100 000 and $150 000 is available. The position will be contracted for 2 years, with an additional 1 year extension available upon agreement by all parties.
