The Canadian Red Cross (CRC) is implementing a major community-based reconstruction and rehabilitation program with the primary focus on shelter construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries affected by Tsunami of December 26, 2004 and earthquake of March 28, 2007. We are also implementing Livelihood, Environmental Health and Disaster Preparedness Management programs to help families and communities to improve their live quality. We are looking for qualified and committed candidates to fill the following position:
Information and Community Outreach Delegate
Location: Banda Aceh, Indonesia
Summary of Responsibilities
The Canadian Red Cross (herein referred to as CRC) Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking an Information and Community Outreach Delegate.
Under the direction of the Country Representative, the Information and Community Outreach Delegate and his/her team, will ensure availability of timely and accurate information to meet the needs of the CRC in Canada, the communities in which we are working, the Indonesian Red Cross and Federation through (a) direct implementation of information/ communication activities in the field; (b) provision of technical support in public relations issues to relevant program staff and; (c) develop, produce and train field staff on the use of community outreach tools to assist in the implementation of program activities.
Duties Applicable to All
· Work towards the achievement of National Red Cross / Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork.
· Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
· Perform other work related duties and responsibilities as may be assigned by the supervisor.
General Responsibilities
a.. Provide technical support to program staff in developing their community-based communication strategy to keep communities informed during all stages of program implementation.
b.. Develop communication tools to assist in program implementation.
c.. Anticipate and plan for regular program updates to beneficiaries at the village level through newsletters and the development of other tools.
d.. Strengthen program staff capacity in communicating effectively with communities including socialization methods and dissemination of program information.
e.. Supervise activities of personnel within the Information and Reporting team including recruitment, management and performance evaluations as needed.
f.. Manage the financial budget in compliance with CRC requirements.
g.. Hold regular communication training for field staff.
h.. Anticipate and plan for crisis communication situations both with beneficiaries and media
i.. Facilitate planning, development and/or implementation of informational program to maintain favorable public and stakeholders perceptions of the accomplishments and agenda of CRC.
j.. Provide written and visual documentation of the CRC' work in communities to support communication with audiences in Canada, in support of the CRC tsunami communication plan
k.. Establish and maintain cooperative relationships with local, national and foreign media actors.
l.. Synthesize information/ data from the field and program staff for preparation of progress reports for internal and external audiences, including monthly operational reports for the CRC in Canada and in the field
m.. Coordinate responses to requests for information from the media, acting as a spokesperson when needed.
n.. Monitor implementation of the communication strategy by program staff and facilitate their improvement.
o.. Organize external assessments of implementation of the existing communication strategy in the field.
p.. Monitor the external web sites for relevant information to assist CRC operations.
Qualifications:
a.. University degree in a related field;
b.. At least six years experience of working in journalism or public relations, in which two years out of them are in international development organizations ideally in a post conflict and or post-natural disaster area;
c.. Experience in the development and implementation of a community-based communication strategy;
· Excellent verbal and written skills in English are required with a strong preference for fluency in another language, i.e. Bahasa Indonesian. Language testing may be administered.
· Demonstrated experience in staff supervision, management, and development.
· Strong commitment to the Principles of the Red Cross Red Crescent Movement. Previous experience in the Movement considered an asset.
· Strong initiative, diplomacy, flexibility, and sound decision making skills are required.
a.. Excellent computer skills (Windows, spreadsheets, word-processing)
b.. Proven ability to write various reports (technical, press release)
c.. Skills and knowledge in taking good quality photographs for public relations materials
· Demonstrated ability to work in high stress environments with minimal supervision.
· Demonstrated experience of working effectively within a multicultural team.
