VACANT POSITION-CALGAP: PO-GOVERNANCE; LGDO

VACANT POSITION
The Canada/Aceh Local Government Assistance Program is an initiative of the Federation of Canadian Municipalities (FCM) supported by the Canadian International Development Agency (CIDA) and currently extending until March 31 2009 .
CALGAP’s goal is to support national post-tsunami rehabilitation and reconstruction efforts in Aceh and to create an enabling environment for peace building by increasing local government capacities and through the promotion of good intergovernmental relations. CALGAP’s purpose is to improve local governance (operations management, service delivery and strengthened participatory mechanisms) in three local governments - the City of Banda Aceh and the Districts of Pidie and Aceh Jaya - that were affected by the tsunami in Aceh through technical assistance provided by Canadian municipal practitioners. In addition CALGAP will also partner with the Province of Aceh and local government associations to provide appropriate technical assistance in priority areas to be jointly determined by the parties.
CALGAP is now recruiting additional Indonesian personnel for its Program Office in Banda Aceh.


1. Vacant Position: Program Officer – Governance
Period: February 2008 – February 2009
Location: Banda Aceh

As part of CALGAP’s component supporting Enabling Institutions, the program is providing assistance for the formation of a local government forum for Kabupaten/Kota throughout Aceh. The forum is meant to foster better collaboration among the Kabupaten/Kota in areas such as policy development, identifying common capacity development needs, sharing good practices and acting as a voice for local government in Aceh. In its work with the provincial government, CALGAP is supporting mechanisms for stronger province – Kabupaten/Kota inter-governmental relations in the area of economic development.

Duties and Responsibilities

Under the direction of the CALGAP Country Program Manager, the Program Officer – Governance, with a large measure of independent judgment, discretion and action, is responsible for coordinating CALGAP’s activities related to the Enabling Institutions. He/she shall perform the following duties and responsibilities:
· Advise on the development of the national and local political, legal and economic situation in the country and on how to maintain the relevance and effectiveness of CALGAP.
· Support program initiatives that specifically target building institutional capacities of provincial partnerships and linkages with other enabling governance institutions.
· Liaise with donor and implementation groups that support local governance and assist with governance program coordination mechanisms.
· Assist with creating and strengthening coordination mechanisms to ensure effective communication with and between all levels of government and within local government structures.
· Assist with the conceptualization and design of activities supported by Canadian municipal practitioners and provide ongoing support to the field and partners to ensure implementation of project work plans.
· Take a lead role in ensuring that all CALGAP activities are organized according to program guidelines and regulations, coordinate with the rest of the CALGAP team where other members need to be involved;
· Take the lead in the ongoing communication with CALGAP Canadian and Indonesian consultants and practitioners ensuring they are updated, and maximizing their input into program activities;
· In consultation with the local government partner and the Local Government Development Officers (LGDOs), develop a monitoring and evaluation process for all FCM-supported activities.
· Assist with the writing of work plans, mission reports, knowledge and communication materials and other project documentation as required, including the provision of information to relevant Indonesian and Aceh government authorities, FCM and CIDA.
· Identify other potential CALGAP partners and/or beneficiary local governments.
· Assist with the identification of local technical expertise as requested.
· When requested, represent FCM at donor coordination and other meetings.
· Occasional travel to other regions at the direction of the Country Program Manager.
· Other duties consistent with the overall focus of CALGAP as assigned by the Country Program Manager.

Qualifications:

· University Degree in a related field, preferably Master’s degree in Public Administration, Political Science, Public Policy and Governance or Planning or an equivalent combination of education and related experience.
· Advanced knowledge of the structure, processes and procedures of national, provincial and local government in the Acehnese context.
· Minimum of 5 years recent related experience in similar capacity, preferably with an International NGO or Donor Organization.
· Excellent project management, organization and interpersonal skills.
· Demonstrated strategic, analytical and problem solving skills combined with the ability to think independently and creatively.
· Considerable experience developing partnerships with stakeholders
· Able to work autonomously and as a team player, able to work a multi-cultural setting.
· Excellent communication skills in written and spoken bahasa Indonesia and English.
· Knowledge of relevant software systems, including spreadsheet and database programs

2. Position: Local Government Development Officer, Banda Aceh
Period: February 2008 - February 2009
Location: Banda Aceh

CALGAP Activities in Kota Banda Aceh
The program is supporting Kota Banda Aceh with several key initiatives.
· A waste reduction program has started in June 2006. This involves support to the DKP (Dinas Kebersihan dan Pertamanan) in involving the community in household composting. The program started with a pilot initiative and is now meant to be implemented city wide;
· CALGAP is also providing technical assistance in a parks development and management initiative. The capacity development activities are integrated in the actual development of one of the city’s parks and will include the planning and infrastructure development required to develop the park.
· A planning and budgeting project with focus on the use of socio-economic data in planning. Model socio-economic data bases will be developed for 2 DINAS, Tourism and Education, as models for the data needs in planning and budgeting processes of other Dinas of Kota Banda Aceh;
· Assistance will also be provided in the area of human resources development;
· CALGAP activities in Banda Aceh also include implementing a Community Support Facility (CSF) providing grants to community groups for community development and livelihood and the Local Government Procurement Facility (LGPF) which addresses equipment and small infrastructure needs in Kota Banda Aceh following the Tsunami.

Local Government Development Officer, Banda Aceh
The CALGAP Local Government and Development Officer (LGDO) position for Banda Aceh is the channel though which all technical assistance and support of CALGAP to Kota Banda Aceh is provided. It is the link between CALGAP and Kota Banda Aceh and involves an enormous amount of coordination and liaison with different units within Kota Banda Aceh as well as communication with various local authorities from the WaliKota to various city employees.

Specific Duties and Responsibilities

Under the direction of the CALGAP Country Program Manager, the Local Government Development Officer, with a large measure of independent judgment, discretion and action, shall perform the following duties and responsibilities:

· Assist with the conceptualization and design of technical assistance activities to strengthen city operations, systems and processes supported by Canadian municipal practitioners; provide ongoing support to government partners between Canadian technical missions to ensure continuing implementation of project work plans;
· Write terms of reference for the work of Indonesian consultants/ local resource providers in CALGAP institutional strengthening activities. Identify/Assist with the identification of local technical expertise;
· Supervise and monitor the work of consultants;
· Lead responsibility for implementation of the Canada - Aceh Local Government Procurement Facility (LGSF) including assisting the local government partners to draft funding proposals to the LGPF, participating in the LGSF proposal review process and working with the Program Officer - Funds to ensure that partner grant agreements accurately reflect CALGAP approved activities. Support the monitoring work related to the provision of equipment and infrastructure;
· Assist the local government partners and the Program Officer - Funds to implement the Community Support Facility (CSF). Provide guidance to the committee responsible for overseeing the operation of the CSF in Banda Aceh. Help identify and supervise resources to support the implementation of the CSF program. Where required, assist communities to access the fund by providing briefings and advice to local community groups on the funding mechanism;
· Take part in putting in place the mechanisms to operationalize the funds and monitor their progress;
· Assist with the creation of and provide guidance to the local advisory committee(s) that will oversee funding applications to the CSFs;
· On-going liaising with the Banda Aceh government officials in regards to the smooth operation of program activities. Ensure conditions are in place and agreements respected to facilitate program activities;
· On-going liaising with technical project teams comprised of members based in Canada and Indonesia;
· Assist in collecting data and information on the programmatic and implementation progress of each CALGAP activity in Banda Aceh;
· Assist with the coordination of local governance programs with local government partners including elected officials and local councils and government officers as well as donors and other implementing agencies. When appropriate, put in place or strengthen coordination mechanisms to ensure effective communication with and between all levels of government and stakeholders;
· Assist with the writing of work plans, mission reports, knowledge and communication materials and other project documentation as required.
· Advise on the development of the political, legal and economic situation in a specific locality and on how to maintain the relevance and effectiveness of CALGAP
· Occasional travel to other regions at the direction of the Country Program Manager.
· When requested, represent FCM at donor coordination and other meetings.
· Other duties consistent with the overall focus of CALGAP as assigned by the Country Program Manager.

Qualifications:
· University Degree in a related field, preferably Master’s degree in Public Administration, Political Science, Public Policy and Governance or Planning or an equivalent combination of education and related experience.
· Advanced knowledge of the structure, operations and processes of local government in the Indonesian and Acehnese contexts. Experience of national and provincial government, an asset.
· Minimum of 5 years of recent experience in local government operations and capacity development preferably with an international donor organization.
· Excellent project management, organization, conceptual and interpersonal skills. Ability to work in a fast paced environment with high standards of quality. Ability to take initiative and work autonomously.
· Demonstrated strategic, analytical and problem solving skills combined with the ability to think independently and creatively.
· Considerable experience developing partnerships with stakeholders.
· A team player with strong communication skills able to work a multi-cultural setting
· Excellent written and spoken English, Bahasa Indonesian and ideally, Acehnese.
· Knowledge of software systems, including word processing, spreadsheet and database programs
