ICMC Vacancy - Accountant/administrator

VACANCY ANNOUNCEMENT

The International Catholic Migration Commission (ICMC) is a Geneva-based international humanitarian organization specializing in services to refugees, returnees, the displaced, and migrants is looking for candidates for the post of:

Title : Accountant/ Administrator
Classification : Local Staff
Location : Makassar
Reports to : Deputy Programme Manager
Start Date : As soon as possible

Primary Responsibilities:


The Accountant/Administ rator is responsible for ensuring day to day oversight, including appropriate utilization resources according ICMC’s policies and procedures. The Accountant/Administ rator is also responsible for the administrative functions of the office. S/he will assist in all operational financial activities to ensure financial policies, procedures and practices are implemented efficiently to meet ICMC’s standards.

Specific Tasks:

1. Financial activities:
a. Ongoing Accounting Activities
§ Assist with implementation of approved financial and accounting policies and procedures to meet ICMC-Indonesia’ s daily operating needs;
§ Prepare all disbursement vouchers and ensure that all disbursement and expenditures are properly documented and authorized;
§ Monitor cash-flow and handle petty cash transactions;
§ Prepare and process monthly financial and cash-flow report for ICMC-Indonesia according to the schedules;
§ Data Entry: Ensure timely receipt and recording of financial transaction, and timely entry data;
§ Review and audit ICMC-Indonesia traveling expense vouchers including supporting documentation;
§ Prepare any advances requested in accordance with ICMC financial procedures and ensure reporting and documentation on advances is complete/
§ Prepare necessary adjustment or journal entries if there are errors in records or financial reports;
§ Maintain records/file of all transactions related to ICMC Makassar programs;

b. Financial Reporting
§ Assist with preparation of monthly and year-end forecast and report as required by ICMC Jakarta;
§ Assist with preparation of financial reports in formats required by ICMC on a monthly basis or as otherwise required;
§ Assist with processing monthly financial reports and ensure closing balances reconcile with bank statement, Cash Report, Receivable/Payable report and Advances;
§ Assist with processing of advances and liquidations in coordination with concerned staffs;
§ Assist other staffs with information on budget planning and status of project budgets;

c. Banking
§ Assist with all documentation needed for maintaining or opening bank accounts, and in consultation with Deputy Program Manager, and Jakarta Office/
§ Preparation and processing of banking transactions as required by the Program Manager

2. Oversee development and maintenance of program expenditures and finance records;
3. Participate as a member of the ICMC management team in Makassar. Attend meetings as required;
4. Liaise with the Government of Indonesia in processing permits required for expatriates and also registration of ICMC programs at the provincial level (SATKORLAK, Police, etc);
5. Train staff on ICMC administrative, personnel policies, health insurance and financial procedures;
6. Maintain secure environment at all ICMC facilities and for travel; recommend actions to improve security when necessary; advise staff on security issues;
7. Proactively develop, implement and ensure adherence to administrative and operational policies and procedures;
8. Oversee and implement personnel administration procedures;
9. Participate directly in work of those supervised to provide hands-on training and support – inclusive of assistance in handling difficult situations;
10. Conduct timely performance appraisals (PAs) for those supervised and ensure timely completion of PAs for the entire program;
11. Coordinate and direct preparation of contracts and other payments;
12. Act as human resources point person, with assistance from Deputy Program Manager lead local recruitment process;
13. Ensure consistent implementation of ICMC policies and practices in Makassar office;
14. Maintain personnel files, timesheets, and tax and benefits information. Prepare payroll;
15. Prepare travel documents and act as liaison with local authorities;
16. Train staff on ICMC administrative, personnel policies, health insurance and financial procedures;
17. Supervise inventory and ensures the security of the office, personnel and equipment;
18. Participate in capacity building for Local partners and community associations in regards to finance and general management aspects in the field and/or at training avenues;
19. Perform other duties as assigned.
