TERMS OF REFERENCE

DUTY STATION: Banda Aceh
1. ORGANIZATIONAL SETTING
a) REPORTS TO:
PO ECCD, Banda Aceh
2. PURPOSE OF THE POST (Statement of overall post accountability. )
This position is to facilitate the initial stages of community level preparation for the community health and development centres (CHDC) – Posyandu Plus. It is important that UNICEF works closely with the communities to engage them in participation and begin a sense of ownership from the early stages. It is required to commence the initial communications about the project with communities includes general information about the project, services to be delivered, how the community can support and manage the facilities once built, the village level staff involved and required for the centers.
Beside that this position is to assist in the complex preparation of site verification (up to 115 sites for Banda Aceh) for the ECCD project before the construction begins and to speak regularly with the communities about the project and progress as it is being made.
This post has a great level of responsibility to ensure that all the information is accurate and up to date prior to construction to ensure no delays will occur and cause disruptions to project implementation. Preparations for construction are firmly underway and temporary assistance is needed to provide the communication and advocacy to the communities in the projects.
3. MAJOR DUTIES AND RESPONSIBILITIES

Major Duties and Responsibilities
1. Assist the PO and APO to ensure that the communities and sub-district level staff are made aware of the CHDC programme. To discuss in a participatory way the roles and responsibilities of the communities in the support of these CHDC centres, in finding out about the community management strategy that might be used and document this process and encourage them to take responsibilities for these centres.
2. In close collaboration with the midwives work with the community to discuss the community volunteers who will staff these centres. The consultants should assist the midwife to inform the communities about the type of volunteers and activities they will need to provide. The consultant will inform and monitor the inclusiveness of the selection. To work with the communities to begin collecting monitoring data with in the communities including mapping of the area and other participatory methods of data collection. The consultant will be responsible for documenting all the information and preparing extensive village profiles for each village.
3. Verify a further 10 sites to include the negotiation with the village, sub-district and district to ensure the donation of the land and agreement for the Posyando Plus. This includes the following land donation forms, land title,, assessments and request letters from the district
4. To continually speak to local authorities, community members about the project as each facility is being built and report monthly on their concerns. This will include trouble shooting any disagreements and worries of the communities to ensure that the construction activities are not delayed.
5. Assist the PO/APO’s and district staff in implementing and monitoring training and activities in the Posyando plus sites. Reporting backs lessons learnt and ensuring reports are collected on all activities.
6. To maintain the data base both hard and soft copies of all 227 sites, ensuring all the required documentation is present. This will include a profile and history of each site. This will also include the collection of background information and translation as required.
7. Perform other duties as required including those related to financial liquidation on related ECCD projects.
4. WORKING CONDITIONS (Do the duties of this post involve frequent traveling or unusual conditions or is it an office-based post?)
The Consultant will be based on Banda Aceh with frequent travel to project sites in Banda Aceh, Aceh Besar, Pidie, Biuren, Lhokseumawe, Aceh Utara, Aceh timur and Aceh Tamiang. The consultant will be expected to make there own arrangements for travel for maximum 20 days. The consultant will be expected to provide their own transportation and no DSA will be paid.
Consultant to be reimbursed for transport cost based on receipts and actual cost up to a max. Rp. 2,000,000 per month. Log book will need to be provided for payment of fuel costs.
5. QUALIFICATIONS AND COMPETENCIES required performing the duties of the post:
Excellent communication skills;
Ability to work in a multi-cultural environment;
Ability to work independently and travel frequently to rural areas to manage administrative aspects of the project; and
Experience of a participatory rural appraisal methodology or similar methodology.
a) EDUCATION (Indicate the level of formal education and/or training and field of specialization required.)
Bachelor Diploma in engineering, social science, public health, or other diploma with relevant experiences
b) WORK EXPERIENCE (Indicate the length and type of practical experience required at the national and international levels.)
Experience working with communities and local governments preferable on health or development programmes for 1-2 years
Experience with an UN organization will be an advantage
c) LANGUAGES (Indicate the languages requirements. )
Ability to speak and write effectively in both Inodnesia and English language. Knowledge of Acehnese language is an advantage
d) COMPETENCIES (Indicate what key competencies are required, such as computer knowledge, management, communication, negotiating, or training skills, etc.)
Computer knowledge, word processing skills, email
Strong communication skills and ability to negotiate with various levels of governments and community leaders
Good interpersonal skills
Able to write reports
