Background The Basic Education Program (BEP) is seeking to develop a program of support for ICT innovations in education.
It is expected that the activity will follow a dual-track approach. One track will focus on support for the use of ICTs in administration and in building organisational efficiency and may be implemented through central or local education Dinas, units, or schools themselves. The other track will target a range of possible areas of interest and seek proposals within the scope identified for implementation through a process of advertisement, socialization, open bidding, and block-grant funding.
To develop the activity, the BEP will employ an experienced international or national consultant to undertake the necessary preparatory work and then to prepare a practical base for implementation, including documentation, support to proposal development where needed, evaluation of proposals, development of monitoring and reporting processes, and funding arrangements . The activity is expected to be operational by Late February 2008.
The TOR are specified below.

Qualifications/ Experience The consultant is expected to have the following;
a degree and post-graduate qualification relating to education, information technology, communications, or other relevant area.
experience with a wide range of innovative applications of ICT in education with particular reference to low-cost solutions in situations of disadvantage.
wide and up-to-date knowledge of hardware and software trends and solutions,
strong awareness of sustainability issues.
Responsibilities, including expected outputs from the assignment The consultant will work with the BEP Pillar 3 team, units of government and other potential stakeholders (including schools) to undertake the following;
identify and discuss with relevant units and individuals, dynamic trends, examples, implementers and stakeholders in IIE Indonesia, with particular attention to ICT in education,
assess whether any existing examples of IIE in Indonesia offer potential for support for development or up-scaling,
map government unit responsibilities for, and interest in IIE at central, provincial, district, and special unit levels, and identify possible partners for targeted innovations relating to on-going or desired activities,
shortlist a range of areas targeted at education (e.g. learning/teaching support, remote area access or communications, school or teacher networking, etc.) and develop TOR, specifications, contract templates, and proposal evaluation criteria for open tendering within the shortlist scope,
develop generic monitoring and evaluation templates, guidelines and criteria, including criteria for payments and disbursement mechanisms. Where implementation is in support of government units with designated responsibility, arrangements are agreed with the lead unit,
prepare a schedule for implementation for both tendering and targeted support approaches according to the design agreed with government and program.
Key Deliverables
The advisor is expected to deliver outputs as follows:
1. Achievement of the said above TOR
2. A report on the ICT Innovation in Indonesia
