ACF is looking for a Food Security and Livelihood Expert to evaluate
its Food Security Programs in Nusa Tengara Timur Province € ¦’¶ Indonesia
1. BACKGROUND
Action Contre la Faim started its activities in the country in 1998.
Since then, it has operated in complex situations where a typical mix
of local conflicts, communitarian tensions and natural disasters lead
to food insecurity.
Late 2006, decision was made to extend the ACF scope of intervention
in Indonesia to tackle long term vulnerability and situations where
access to basic needs and dignity is chronically under strain. An
exploratory mission was then carried-out in Nusa Tengara Timur (NTT)
province. Proposals were developed accordingly and approved for an
implementation period starting in July 2007.
The evaluated project is the initial part (1 year) of the food-
security component. Its objective is to improve in a sustainable way
the access to food of two very vulnerable rural sub-districts (Boking
and Amanatun Utara) located in TTS, Timor Island.In line both with
AECI local and global development plans in the one hand, and the
national and local governmental policies in the other hand, food
production and community empowerment are the keystones of the project
strategy to restore food sovereignty and to strengthen resilience.
This pilot phase is meant to prepare a future replication while
deepening the understanding of this very peculiar context. The
proposed evaluation aims at preparing this replication by drawing the
lessons-learnt of this first cycle.
2. OBJECTIVES
The impact evaluation is undertaken as an independent examination of
ACF strategy and food security activities for the chronically
vulnerable population of NTT province. It's purpose is to act as a
revision of the ACF technical strategy, to give an external vision of
the relevance of current ACF operations and to provide strategic
recommendations for the next 12 months cycle. More specifically the
objectives of the study are:
A. To assess whether the technical strategy is relevant and
pertinent to the needs; To make recommendations as to if / how ACF
needs to re-position itself if there is a gap between the current and
projected needs and the existing programmatic response. It is
critical to measure the positioning of ACF against the current and
future plans of the government and other aid organisations.
B. To assess the impact of the FS component of the program
through the evaluation of its execution and achievement of the
various objectives, results and indicators outlined in the project
frameworks, which are detailed in the project proposal.
C. To recommend appropriate adaptations of strategy in the
continuation of the NTT chronic vulnerability reduction program.
All the below mentioned criteria will be assessed, specific issues
under each criteria will be mentioned in the final terms of
references for the evaluation.

3. WORK PLAN
The work is expected to be achieved in a maximum of 4 weeks (around
20 working days), and should start around early March 2008.
4. EVALUATOR PROFILE
€ ¦’µ Degree in food security, livelihoods, rural economics,
economics, development studies or applied social sciences
€ ¦’µ At least 10 years experience in emergency food security
program management, coordination, design, implementation, monitoring
and evaluation in resource deprived environments
€ ¦’µ Experience in evaluating externally similar kinds of projects
€ ¦’µ Knowledge and experience in Indonesia and preferably NTT,
working knowledge of ACF
€ ¦’µ Excellent communication skills in English
5. CONDITIONS
€ ¦’µ Payment will be done on the basis of the above mentioned time
table, daily fees shall be negotiated. 40% of the fees will be paid
after reception of the draft report, 60% will be paid after
validation of the final report by ACF-uk.
€ ¦’µ Travel to mission and to base and field will be arrange by
ACF and take in charge by ACF.
€ ¦’µ Accommodation (hotel for HQ briefing, and guest house for in-
country nights), food, will be at the charge of the evaluator.
€ ¦’µ The application of the visa is the responsibility of the
consultant; however these costs will be reimbursed in full upon
receipt of the expenses.
€ ¦’µ Insurance costs will not be covered, and the evaluator shall
manage its own insurance, and provide the details of this cover to
ACF-uk before departure.
