TOR for WASH in schools consultant (Revitalized UKS program)
Objectives of the exercise:
The main objectives of the consultancy is to:
· Review TP_UKS’s methodology for implementation, monitoring and evaluation of health and hygiene in the school and integrate Unicef’s WASH methodology and IEC (information, education and communication) materials.
· Assist government in establishing TP_UKS at the district level of Nias and Nias Selatan and in selected subdistricts
· Assist TP_UKS at the district level to train trainers from Dinas Kesehatan, Dinas Pendidikan & Religion Office in implementation, monitoring and evaluation of the health and hygiene program in elementary schools
· Assist TP_UKS at the sub district level to train teachers and Puskesmas staff in implementation, monitoring and evaluation of the health and hygiene program in elementary schools.
· Build the capacity of the government to sustainably implement, monitor and evaluate this program into the future.
· Create government ownership of the WASH program so that this pilot will be developed further not only in Nias Island but also in North Sumatera .
The activity will cover select clusters of elementary schools in 4 subdistricts in Nias and 2 subdistricts in Nias Selatan.
The indicators used to measure the success of the intervention will include:
The number of district trainers (member of district TP-UKS)able to train teachers and Puskesmas staff in implementation, monitoring and evaluation of WASH in schools
The number of district (member of district TP UKS)trainers with improved knowledge of WASH
The number of district (member of district TP UKS)trainers with improved attitude towards WASH
The number of trainers district (member of district TP UKS) with improved practice of WASH
The number of teachers able to implement, monitor and evaluate WASH in schools

Methodology:
· Review the current TP_UKS methodology and IEC materials for implementation, monitoring and evaluation of WASH in schools. Identify strengths and areas for improvement especially in hygiene & sanitation aspect.
· Review methodology and IEC materials for implementation, monitoring and evaluation of Unicef’s WASH in schools program in Aceh, especially with respect to WES Aceh’s collaboration with TP_UKS in Aceh.
· Assist TP_UKS provincial to strengthen their methodology and IEC materials for implementation, monitoring and evaluation of WASH in schools, based on the outcomes of the two above mentioned reviews.
· Assist TP_UKS in setting up curriculum for and implementation of training of trainers for both teachers and Puskesmas staff, using trainers from Ministry of Health and Provincial Heath in both Aceh and North Sumatera .
· Assist TP_UKS provincial in establishing TP_UKS at the district level of Nias and Nias Selatan
· Assist TP_UKS district in Nias and Nias Selatan in setting up curriculum for and implementation of training of teachers
· Assist TP_UKS district in Nias and Nias Selatan in setting up curriculum for and implementation of training of students.
· Assist TP_UKS district in Nias and Nias Selatan in setting up curriculum for and implementation of training of Puskesmas Staff
· Monitor and evaluate implementation of WASH program in schools in 4 subdistricts of Nias and 2 subdistricts of Nias Selatan
· Setting up mechanism for students and teachers self cleaning and monitoring of school environment
· Setting up mechanism for WASH facilities operation and maintenance

Deliverables:
Phase 1: Develop Methodology for Implementation of TP_UKS
· Review of current TP_UKS methodology and IEC materials for implementation, monitoring and evaluation of WASH in schools. Small report including:
i) Identification of strengths and areas for improvement.
ii) Identification of health materials, such as scales that are not traditionally in a hygiene program, and recommend if these should be part of WASH program and why.
Time estimate: half month
· Review methodology and IEC materials for implementation, monitoring and evaluation of Unicef’s WASH in schools program in Aceh, especially with respect to WES Aceh’s collaboration with TP_UKS in Aceh. Small report including:
i) Review of IEC materials used by WES Aceh in terms of how appropriate they are for the Nias context
ii) Review of how WES Aceh has integrated WASH into the existing TP_UKS and comment on how appropriate this is for the Nias context.
Time estimate: half month – 1st payment
· Methodology for implementation, monitoring and evaluation of WASH in schools, based on the outcomes of the two above mentioned reviews. The methodology will be a guideline for TP_UKS to use in future. It will be practical and succinct.
Time estimate: three quarter month
· List of IEC materials. This list will contain estimated number for each elementary school and estimated costs. The list will also contain a formula for the quantity of IEC materials for different school populations.
Time estimate: one quarter month – 2nd payment
· Assist TP_UKS with review, input and approval by TP_UKS of methodology and IEC materials. Output will include an MOU involving TP_UKS provincial with the purpose of outlining the status of the project as a pilot for government replication in the province.
Time estimate: half month
· All official documentation including MOUs for the establishment of TP_UKS at the district level of Nias
Time estimate: half month – 3rd payment
Consultant will have half month break in contract
Phase 2: Training trainers and establishing TP_UKS in Nias District
· Curriculum for and implementation of training of trainers for teachers, children agent (dokter kecil) and Puskesmas staff by Provincial TP_UKS, using trainers from Ministry of Health and Provincial Health in both Aceh and North Sumatera. Outputs include analysis of KAP survey of teachers and Puskesmas staff before and after training.
Time estimate: one month – 4th payment
· Curriculum for training of teachers and Puskesmas staff by TP_UKS district in Nias
Time estimate: one month – 5th payment
· Assist TP_UKS in implementation of training of teachers and Puskesmas staff by TP_UKS district in Nias. Outputs include analysis of KAP survey of teachers and Puskesmas staff before and after training.
Time estimate: one month – 6th payment
Consultant will have half month break in contract
Phase 3: Establishing TP_UKS in Nias Selatan, Refresher training and Analysing Results
· All official documentation including MOUs for the establishment of TP_UKS at the district level of Nias Selatan
Time estimate: one quarter month
· Assist TP_UKS in implementation of training of teachers, and Puskesmas staff by TP_UKS district in Nias Selatan
Time estimate: three quarter month – 7th payment
· Assist TP_UKS in implementation of Refresher training techers and Puskesmas Staff by TP_UKS district in Nias
Time estimate: half month
· Assist TP_UKS in implementation of Refresher training techers and Puskesmas Staff by TP_UKS district in Nias Selatan
Time estimate: half month – 8th payment
· Analysis of baseline and follow up KAP survey of students conducted by teachers in schools in 4 subdistricts of Nias and 2 subdistricts in Nias Selatan.
Time estimate: one month – 9th payment
· Organise officials from TP_UKS Provincial to visit pilot study
Time estimate: one quarter month
· Organise a field comparison visit for provincial & districts TP UKS to successful TP-UKS district in another place in Indonesia
· Assist TP_UKS in Nias and Nias Selatan to create an implementation plan and budget for replication of programme in Nias and Nias Selatan in the future.
Time estimate: three quarter month – 10th payment
The undertaking of all deliverables will have at least two of the following:
· Approval by TP_UKS at provincial and/or district level where relevant
· In direct collaboration with TP_UKS at provincial and/or district level where relevant
· Assisting TP_UKS to complete the deliverables themselves

Qualifications & Experience required:
Individual
The consultant to implement the project would be assessed through following indicators:
· Experience in capacity building of government, especially Health and Education departments
· Experience in conducting and analyzing KAP surveys
· Experience in conducting training for government staff, particularly Health and Education
· Experience with health and hygiene programs in elementary schools and Puskesmus
· Experience working with Unicef is an advantage but is not mandatory.
· A relevant degree in health or engineering
· Excellent oral and report writing skills in English
TOR for Field Monitor
Objectives of the exercise:
·Design a monitoring plan for school watsan & community construction progress
·Assisst in identifying and in some case addressing problems relating project efficiency and continuity
·Prepare brief reports on each project monitored which will include progress, activities and problems encounter
·Through WES Officers design a performance indicator assessment mechanism of all key projects and collect, collate and present those indicators on a monthly basis
·Be able to liase with government technical and administrative staff and counterparts
·Liase with WES Officers on a regular basis and bring to attention any difficulties with project execution
·Be able to undertake community consultation to ensure that the wishes of the community are being considered at all project sites, be able to communicate in an effective manner
·Be able to effectively communicate technical problems observed at remote locations and communicate these issues through narrative and rough technical drawings to the WES Officer
·Provide weekly verbal and significant monthly report to the WES Officer
·Undertake travel across Nias as required in order to undertake this role
·75% of consultant time will be in the field
Undertake other tasks as identified by WES Officer
Qualifications & Experience required:
Individual
· University degree in a field of study relevant to watsan construction activities with (preferably but not restricted) some background in public health and hygiene education
· Working knowledge of English and Nias is desirable and the candidate should have some experience with working with government departments and/or NGO counterparts.
Strong emphasis is palced on initiative and the ability to assess and make decisions independently when in remote field locations
