Provincial Junior Data & Information Specialist (JDIS)
RTI International is currently implementing the Decentralized Basic
Education (DBE) 1 Project (www.dbe-usaid. org). The project aims to
strengthen education management and governance capacity at the district and
school level. The DBE 1 project generates a great deal of data related to
training, replication of DBE by counterparts, gathering and updating school
and district profile data required for the DBE 1 GIS system, monitoring
gainst project performance indicators, and monitoring implementation of ICT
grants and private public alliances, and special studies.
RTI International seeks to hire: Provincial Junior Data & Information
Specialist (JDIS)
He/she will be based in Medan, North Sumatera.
Job Description:
a. Assure smooth data flow from school to district to province to
central DBE 1 office by supervising and assisting DBE1 data collectors in
the field.
b. Conduct data verification and validation of data reported from the
field especially data related to school and district profile, training and
M&E through coordination with province based data specialists (DIS and DIA)
and DBE 1 central data managers.
c. Continuously monitor school and district level data and update such
changes in Project Data Management System (PDMS).
d. Carry out province level statistical analysis of M&E data.
e. Update/data entry as necessary and maintain PDMS software and M&E
software with regard to various districts and/or provinces data and
information resources (under Data and Information Specialist supervision) .
f. Assist District Coordinators on data collection and data processing
(update/data entry) on data and information gathered by District
Coordinators
g. Supervise data input by short term consultants when needed.
h. Produce province based output (periodic report, special report and
ad hoc report) from existing DBE software (Project Website, PDMS, Special
EPM, M&E and other required software) asked by DBE1 Advisors/Specialist s.
i. Assists National ICT team to code/program and to install (roll out)
PDMS, M&E, and other required software.
Other Tasks:
a. Carry out other duties as required by supervisor-Provinci al
Coordinator.
b. Work together with DIA ensures smooth operation of ICT in provincial
and district offices as needed.
Main Responsibilities:
a. Will be based in the DBE1 provincial office and will be required to
travel to the field to monitor or assist in data collection, validation and
verification.
b. Work under technical supervision of and report to DBE1 Provincial
Coordinator.
Qualification:
a. Computer Science, Mathematics, or Statistics undergraduate degree.
b. Three years experience in data management and analysis.
c. Good work ethic and strong desire to complete tasks in a timely
manner as directed.
d. Ability to effectively organize, prioritize work assignments, and
work well under pressure to meet deadlines.
e. Ability to work independently and as a team member.
f. Ability to appreciate international diversity and to establish
effective working relationships with international clients.
g. Ability to establish and maintain working relationships with
supervisor and project staff.
h. Commitment to basic principles of equity and to broader RTI ethical
guidelines.
